This page show some undated patches and a very attractive leather neckerchief slide. I am guessing that Council never approved the neckerchief slide. The patches are not necessarily shown to scale.

Ed Dworak writes about the TLD
"Troop Leader Development, designed for the Scout, Patrol Leader, Assistant Senior Patrol Leader, Senior Patrol Leader, Junior Assistant Scoutmaster. A mini-TLD is a shorter course, one day or half day versus two day, for troop leader training. When I was a Scout these training courses were called J.L.T.C. for Junior Leader Training Course or Junior Leader Training Camp."

Randall Holden writes about the slide
"The neckerchief slide is definitely not homemade. From time to time, patch manufacturers created samples to catch the council's attention for something different to issue for events. In the 1950s and 1960s, these and other leather trinkets were promoted, just like the silk patches from 1958 to 1963. Other years, plastic slides were popular."
